Mission
Pasco County’s Adult and Community Education program provides lifelong learning opportunities which are responsive to the diverse needs of students, parents, businesses and the community.

Objectives

The Pasco County Adult and Community School program is designed to offer all adults, regardless of age or experience, opportunities to:

• participate in a continuing education program that meets individual needs and abilities.
• acquire basic and fundamental academic skills.
• pursue a high school education/GED diploma.
• acquire job training.
• enhance one’s economic efficiency.
• acquire an awareness and appreciation of the arts.
• grow in knowledge, understanding and critical thinking.

General Information

Eligibility

Applicants must be 16 years of age or older to enroll in Adult Education classes. Students enrolled in high school may also attend evening classes for credit, providing they meet the requirements for entry.

Registration
Preregistration is required for some courses. Interested persons should call the schools where the classes are scheduled for an appointment with a guidance counselor. Registration for most evening courses is on a first-come basis.
NOTE: Any student who is disabled and requires reasonable accommodation to participate in an adult education class must request such accommodation prior to enrollment.

Enrollment
A minimum enrollment is necessary to organize most classes. The District School Board of Pasco County reserves the right to discontinue any class when attendance falls below the required number. Adults may enroll in classes at any location.

Guidance and Counseling
The Adult Education High Schools provide guidance assistance to help students plan more effectively to reach their academic and personal goals toward high school completion.

Community Fee Supported Courses
Various types of self improvement/interest courses can be developed to meet each community’s needs. Business groups and organizations are encouraged to contact one of the schools if they are interested in developing partnership programs. A minimum of 15 students is required to organize any new class.

Fees
Academic courses designed for students who do not have a high school diploma are offered free of charge. Fees for high school graduates seeking adult general/job preparatory/ continuing workforce courses are as follows:

Adult Job Preparatory:  Career Education

• Resident - $2.08 per contact hour
• Non-Resident - $8.32 per contact hour

Adult Continuing Workforce Education

• Resident - $4.50 per contact hour
• Non-Resident - $7.30 per contact hour

Adult General (Person with high school diploma)

• Resident - $1.02 per contact hour
• Non-Resident - $4.10 per contact hour

Certificated part-time instructors who are not full-time employees of the Board shall be paid $21.00 per instructional hour if they hold a Bachelor’s degree or equivalent vocational certification, $23.00 per instructional hour if they have a Master’s degree, $25.00 per instructional hour if they have a Doctorate.

Pasco County full-time teachers who substitute for part-time teachers of co-enrolled classes shall be paid at their regular hourly rates.

General fees for credit classes shall be equal to those of the regular high school fees.  In addition, a laboratory supply fee shall be set for each course offered.  The fees shall include the cost of safety glasses as required by law for selected courses.

Fee-Supported Classes

• Job or Work-Related Courses - $2.00 per contact hour
• Personal Interest - $2.00 per contact hour
• Specialized Courses - $2.00 per contact hour

Instructional salary rates for instructors in Job or Work-Related Courses and Personal Interest and Specialized Courses shall be paid $25.00 per instructional hour.  The required number of students will be based upon the minimum number required to cover the teacher salary.  If a specific course is to be offered with less than the minimum number of required students, the hourly fee must be raised accordingly.  A consumable supply fee may be collected.

Safe Driving Accident Prevention Program (SDAPP)

• Safe Driving Accident Prevention Program (4 hours): $35.00
• Safe Driving Accident Prevention Program (8 hours): $40.00
• Traffic Collision Avoidance Course (4 hours): $35.00
• Drug Alcohol Traffic Education (5 hours)/ADAPT: $30.00
• Replacement Certificates - up to 2 years after initial course: $10.00

Instructor salary for Safe Driving Accident Prevention Program (SDAPP) and Alcohol Drugs Accident Prevention Training (ADAPT) will be a flat rate of $25.00 per instructional hour.  Substitute salary will be the same as that of the regular instructor.  Chief instructors for SDAPP will be designated and will receive their hourly rate for instructor observation during class time.

*non-student is someone who is testing for employment purposes

Salary rates for qualified testing administrators/examiners shall be paid at $25.00 per hour and proctors shall be paid at $12.00 per hour.

Drivers Education Classes
           
• Classroom (30 hours) and in the car (6 hours)
  (15 student minimum)   $150.00
• Instructor salary is $25.00 per hour (72 hour limit per class)



Instructors
Adult Education instructors who teach courses needed for high school credits are certified by the Florida Department of Education in the appropriate academic areas. The remaining adult education faculty includes professional men and women from the community, business and government, all with outstanding backgrounds and experience in their fields.


Adult Basic Education (ABE)

The Adult Basic Education (ABE) program provides free educational opportunities for individuals wishing to learn reading, writing and mathematics, or for individuals wishing to remediate basic skills in preparation for earning a General Education Development (GED) diploma.

Areas of Study
Adult Basic Education: Innovative, non-graded, planned, self-paced individualized instruction designed to develop basic skills in reading, writing, mathematics and the English language.

Admissions
Students must be 16 years of age or older and formally withdrawn from a regular high school program. New students will be evaluated in basic skills - reading, mathematics and language - in order to determine proper educational placement in classes.

Average Program Length

The length of the program depends on the functioning level of the students, determined by the Test of Adult Basic Education (TABE) and the student’s motivation. Therefore, the length of each of the above programs varies with each student. A reading laboratory, a computerized learning center for drill and practice, and individual tutoring can be provided to assist students’ progress.

Adult High School Credit Program

This program offers an alternative for students who wish to earn high school credits for a high school diploma. Each student follows an individualized, self-paced instruction guide for each course of credit. Credit is awarded upon successful completion of course requirements and the successful passing of a final assessment for each course.

Admissions
Anyone 16 years of age or older not currently enrolled as regular daytime high school student may enroll in the High School Credit program. Guidance counselors evaluate the student’s high school transcript and recommend courses based on the student’s level of attainment in high school and his/her personal goals.

High School Credit Courses for Concurrently Enrolled Students

Student’s enrolled in a secondary program may earn high school credits, approved by District School Board policy through the adult education program, which may be applied to high school graduation requirements. Only high school courses listed in the Pasco County Course Code Directory and approved as adult education concurrently enrolled courses may be taken for credit. Concurrently enrolled student must successfully complete all requirements of the approved courses and receive a passing grade within the semester timeline, unless enrolled in an online credit course, to earn credit through education must attend class for a minimum of 30 clock hours for each semester credit. Secondary students enrolled in new (not repeated) adult education courses must attend a minimum of 45 clock hours for each semester credit.

Online High School Credit Courses for Adult and Concurrently Enrolled Students

Concurrently enrolled high school students, private and home-schooled students currently registered with Pasco County high schools, or adults seeking standard high school diplomas now have access to the following Adult Education Online credit courses: English II, English IV, American Government, Economics, World History, Earth/Space Science, and lIfe Management. These web-based courses utilize the same high quality curriculum developed by the Florida Virtual School, but have been re purposed to better meet the needs of concurrent or adult students. All Adult Education Online Courses cover the same standards and carry the same weight as the respective courses offered in the traditional high school setting, but must be taken outside the regular school day. Even though enrollment in Adult Education Online courses is on-going throughout each term, it is recommended that enrollment follows the school-based co-enrolled calendar as closely as possible to ensure credit completion by the end of each term. All courses are offered free of charge and are taught by certified District School Board of Pasco County teachers. Registration for Pasco's Adult Education Online courses follows the same procedure as other adult education courses. Parent and guidance counselor approval is required for concurrently enrolled students prior to enrollment.

GED Preparation and High School Completion

The GED program provides free educational opportunities for individuals wishing to improve basic skills in preparation for earning a General Educational Development Diploma (GED).

GED Preparation: Individualized and self-paced instruction allows students to proceed at their own rates of learning. Content includes reviews in English, mathematics, writing, social studies, science, literature and the arts.

Admissions
Students must be 16 years of age or older and formally withdrawn from a regular high school program. New students will be evaluated in basic skills - reading, mathematics and language - in order to determine proper educational placement in classes.

Graduation/Diploma
Students successfully completing the GED preparation program may apply to take the General Educational Development examination. Those successfully completing the examination are awarded a State of Florida high school diploma which is recognized nationally as the equivalent to a high school diploma.

Online General Education Development

Preparation Program
GED Online is an Internet-based interactive course designed to prepare participants for the 2002 GED Examination. This tuition free online course provides students with the opportunity to learn anytime, any place, and at any pace from the convenience of a computer. This unique learning experience allows instructors to communicate regularly via email and telephone to provide individualized instruction and accommodate the diverse learning styles of the learners.

Course subject areas include:

• Language Arts Writing
• Social Studies
• Science
• Language Arts Reading
• Mathematics

Distance learning courses such as GED Online are highly successful for people who find it difficult to meet at a particular location on a regular basis because of various obligations. Participants in this course will find the freedom of scheduling to be of value. Please be advised that a distance learning course requires as much time on the Internet as a face to face course.

Requirements/Qualifications
The student must have access to a computer and printer with at least 64MB RAM, 4XCD ROM (8X recommended), 28.8 Baud Modem and internet access through a service provider with Netscape 4.75 or 4.78 or Internet Explorer 5.0 or 5.5.

In addition to the specific computer requirements, the student must have completed he Test of Adult Basic Education (TABE) and scored at least a 9 on the reading section of the test, and be enrolled as a current Pasco County adult education student.

English for Speakers of Other Languages (ESOL)

This open entry program is designed for adults whose first language is not English and who need to develop skills in speaking, listening, reading and writing. Most students attend classes to learn one of the following skills:

• survival skills
• personal enrichment/functional literacy skills
• pre-vocational skills
• citizenship skills

Areas of Study
Beginner/Intermediate/Advanced: Progressive levels of grammar structure, reading, writing, listening, speaking and living skills are taught to help the non-English speaker adjust to American life and prepare the student to enter the job market or continue his/her education.

Admissions
Students must be 16 years of age or older and formally withdrawn from a regular high school program. New students will be evaluated in basic skills - reading, mathematics and language - in order to determine proper educational placement in classes.

Students are encouraged to enroll in other academic and vocational classes upon completion of ESOL classes.

 

Vocational Preparatory Instruction (VPI)

Vocational Preparatory Instruction (VPI) courses prepare students for academic, technical, and personal success. The VPI system is based upon the assessed needs of the individual and the academic and employability requirements related to Florida’s Comprehensive Vocational Education Programs. This adult education program provides instruction in academic and workforce readiness skills necessary to pursue certificate career education or higher-level career education.

Reading Assistance Program (RAP)

The Reading Assistance Program (RAP) provides one-on-one tutoring to adults who want to learn how to read or seek assistance in improving their existing reading skills. The majority of RAP services are provided by volunteer tutors who are selected, trained, and monitored by staff from the Adult and Community Education Department.

Probationers’ Educational Growth (PEG)

The Probationers' Educational Growth Program (PEG) provides participating clients with educational assessments, services, and a system of educational progress reporting to representatives of the Department of Corrections' Parole and Probation Department. The primary program objective is to provide each participant with the opportunity for continued educational growth, which often results in completing a GED preparation program and passing the GED test. By becoming a high school graduate, the participant is eligible to apply to a post-secondary career/technical program, college, or a specific job-related training opportunity. Hopefully, the combination of appropriate educational opportunities, follow-up by PEG staff, and realistic career goals will significantly reduce the participant's chances of becoming a repeat offender. The ultimate goal of the PEG Program is to assist the participant, through education and positive self-esteem development, in becoming a productive member of society.
